MAHARASHTRA INDUSTRIAL REGULATORY & LIAISONING SERVICES
DMIC / AURIC / MITL

Own the regulatory critical path from land to production.

NM Corporation sequences Maharashtra industrial approvals across land, environment, construction, safety and labour-related requirements.

Home/DMIC / AURIC / MITL

Nine Approvals. Six Authorities. One Sequence to Get Right.

Before a Maharashtra industrial facility can legally begin production, it must clear a fixed regulatory sequence spanning land, environment, construction, safety and labour law. Project managers who select a liaisoning partner are really choosing who owns this sequence.

9

Statutory Approvals

Govern the complete path from land acquisition to commercial production.

6+

Government Authorities

Independent departments responsible for regulatory approvals.

3

Project Phases

Before Construction, During Construction & Before Production.

AUTHORITIES YOU MUST SATISFY

DISH
Directorate of Industrial Safety & Health
MPCB
Maharashtra Pollution Control Board
Local Authority / MIDC

The Critical Path: Before → During → After Construction

Every approval below gates something downstream. Sequence it correctly to keep your project on schedule.

Before Construction

  • Tree Felling
    DMIC / MITL
  • MSEDCL / AURIC Load Sanction
    MSEDCL
  • Consent to Establish (CTE)
    MPCB
  • Factory Act Approval
    DISH
  • Building Plan Approval
    Local Authority / MIDC
  • Provisional Fire NOC
    Fire Department
  • Environmental Clearance
    MoEFCC / SEIAA

During Construction

  • Water Connection Approval
    DMIC / MITL
  • Electrical Safety Approval
    Electrical Inspectorate
  • Construction Royalty Approval
    Commissioner Office

After Construction
Before Production

  • Final Fire NOC
    State Fire Department
  • Occupancy Certificate
    Local Authority
  • Factory Act License
    DISH
  • Consent to Operate
    MPCB
PHASE 1   •   BEFORE CONSTRUCTION BEGINS

Six Clearances That Must Land Before Ground Is Broken

Land Conversion / Land-Use Permission

Revenue Dept. / Town Planning Authority

Converts agricultural land into industrial use — the mandatory first approval before project execution.

Consent to Establish (CTE)

Maharashtra Pollution Control Board

Mandatory approval before land development, construction and machinery installation.

Factory Plan Approval

DISH — Factory Inspectorate

Approval of factory layout, machinery placement, ventilation, lighting and worker safety design.

Building Plan Approval

Local Authority / MIDC

Approval of structural drawings, zoning compliance and land-use permissions.

Provisional Fire NOC

State Fire Department

Reviews emergency exits, hydrants, alarms and complete fire safety systems.

Environmental Clearance

MoEFCC / SEIAA (If Applicable)

Required depending on investment size, pollution category and production capacity.

PHASE 2   •   DURING CONSTRUCTION

Approvals That Run Alongside Civil & Structural Work

Electrical Safety Approval

Electrical Inspectorate

Covers HT connection, transformer installation and general electrical safety compliance — sequenced against services rough-in so power is ready at handover.

Boiler Approval (if applicable)

Boiler Inspectorate

Required before installation and operation of any boiler. Skipping this stalls commissioning of thermal/process utilities regardless of civil progress.

This phase runs in parallel with structural erection, not after it. NM Corporation tracks it inside the same monthly site-meeting cadence used for civil supervision — so electrical and boiler sign-off are ready the moment the shed is watertight, not weeks later.

PHASE 3   •   AFTER CONSTRUCTION, BEFORE PRODUCTION

The Last Mile to a Legally Operating Factory

Final Fire NOC

State Fire Department

Post-construction inspection verifies installed safety systems match the approved plan.

Occupancy Certificate

Local Authority

Confirms the completed building matches sanctioned drawings — required before legal occupation.

Factory License

DISH — Factories Act, 1948

Statutory registration and license; production cannot legally start without it.

Consent to Operate

Maharashtra Pollution Control Board

Converts the earlier Consent to Establish into authorization to actually run the plant.

REGULATORY ROADMAP

The Dependency Chain

Every approval connects to the next. Miss one early step and downstream approvals can be delayed or reopened.

TIME-LOSS POINT

Where Projects Actually Lose Time

Construction starting before Factory Plan Approval and CTE are in hand.

Both gate the construction stage. Beginning civil work before these approvals clear can cause later Building, Fire and Factory License approvals to be revisited.

COMPLIANCE RISK

The Cost of Sequencing It Wrong

Maharashtra regulators treat construction-before-clearance as a compliance failure, not simply a paperwork delay.

01
FACTORY COMPLIANCE

Factories Act Violation

Building without Factory Plan Approval from DISH / the Factory Inspector can lead to rejection of the eventual Factory License under the Factories Act, 1948.

02
ENVIRONMENTAL COMPLIANCE

MPCB Enforcement

Starting site or civil work before obtaining Consent to Establish (CTE) can invite stop-work notices and penalty action from the Maharashtra Pollution Control Board.

03
BUILDING COMPLIANCE

Occupancy Refused

Buildings completed without approved Fire NOC and Building Plan compliance may be denied an Occupancy Certificate, preventing legal use.

04
PROJECT DELAY

License Delay Cascade

Factory License and Consent to Operate depend on earlier approvals. Any missing approval can delay the entire production start process.

HOW WE RUN YOUR SEQUENCE

One Firm. One Point of Contact.

Mapped directly onto the three-phase critical path, keeping every approval aligned with your project timeline.

01
PHASE 1

Pre-Construction
Clearance Sprint

Single point of coordination across DISH, MPCB, the Fire Department and local planning authority — sequencing land, CTE, Factory Plan, Building Plan, Provisional Fire NOC and EC in the right order.

02
PHASE 2

Parallel Construction-Stage Tracking

Electrical and boiler approvals tracked inside the same monthly site-meeting cadence (10 minimum per project) used for structural and MEP supervision — so neither becomes a late surprise.

03
PHASE 3

Commissioning
Clearances

Final Fire NOC, Occupancy Certificate, Factory License and Consent to Operate secured before your declared production start date — not after it.
